This is not allowed on FB.

Facebook is allowing to get the Facebook email through their api so techinically it is not against FB's terms.

The different is that Faceids extract only passionate and targeted users because it extracts from recently posts users who are engaged with the content - niche (comments-likes).

If i have understood correctly, the answer to your question is, you don't have to download anything just go to the website and register a new account in order to use it.

I never had any problem with my account get banned. It's very safe but before you start an ad campaign on Facebook make sure that you have read all TOS of Facebook.
