Most of the really great stuff that happened to allow 'cable cutting' BEFORE 2017 has been using broadband internet and devices like TV Boxes, BUT:
In recent months much of that landscape has changed rendering stuff from even last year quite useless.
For example -the TV Box I got with Kodi V15 is now just a very cute little decoration unless I pay for Hulu, Netflix or Amazon to allow me to watch stuff.
It may be worth looking carefully into whatever this book advises BEFORE trying anything after 2+ years have gone by...just saying !!

Yeah but there are SO many alternatives to the damned cable bill -- mine was $125 for simple digital and HD channels PLUS about $7.50 PER TV but when all the "extra fees" and "taxes" and "broadcast TV surcharge" and "modem rental" and "remote control rentals" it was almost $200!!! No HBO, Cinemax, Starzz, or any other "premium" channels. Just a damned rip-off!. Even though I could afford it, I was still angry because I don't like getting cheated. So I cut the cable, bought some smart TVs and put them in each room and they've paid for themselves in just a few months. As soon as ESPN gets with the program and sees the future is NO more cable crap -- a majority of the remaining providers will sink even faster. And I hope they all go bankrupt!

Sure, a lot of content is tied to a subscription, but go-in with a few friends and throw a few bucks someone's way and SHARE the provider log-in. Or buy your own relatively cheap subscription to a content provider. There are several good ones to choose from!

OK - but you still need to use an ISP, right (or how could you be here posting either...?) ??

Maybe things are different where you are, but here all I needed before things changed was the broadband connection and the TV Box - but now that is no longer a workable solution here.

AFAIK - the smart TVs are just the same thing as my dumb TV with the TV Box added...so:
If a better way exists that works with just an ISP and is affordable=>
