This is not 100% true. The fact is you can join just about any CPA Network for free. There are many ways to promote offers for free such as with targeted Facebook groups, Reddit, and Youtube traffic if you do not mind waiting to see a return on your efforts. People prefer to use paid or ppc campaigns only because with a PPC (pay per click offer) such as the Bing Ads, you are able to see immediate results especially if you have done a good job on your keyword research. Your objective with making money with CPA offers is to send as much targeted traffic as you can find to an offer.
