That is how it's designed to behave.

The OTO links are simply supposed to automatically add the upgrade functionality to the account you already created on the front end signup page

This simply implies that OTO2/OTO3/OTO4 etc. register/signup pages will also look like OTO 1 register/signup page.

I have seen some products designed like this.
