3) This is specially for the quality question that Are they will do manual working for content or they will use software and just Deliver the things ?

4) Are they will analyse the content and make the Good Summary from the articles ? This is what I want in my Website.

Depends upon the niche. Average is 2000 words in 4 hours for a normal niche.

It depends upon your requirements, you can either hire part time or full time.

For money site, no softwares will work. Only 100% manual hand written content.
