Craigslist phone validated accounts - What are they good for?

Well, the title already says everything, doesn't it?

What are phone validated accounts on Craigslist good for?

As far as I understand, PVA allow to post more than a few dozen ads per day and IP. Wow!
But that doesn't protect the ads from being flagged, ghosted, deleted and so on, does it?
And if I simply get a new IP (DSL reconnect, proxy, VPN, remote DSL, ...) I have the same advantages as with a PVA, don't I? Only difference: I don't need a new phone number.
