Best methods to attract web design clients?

I am a professional WordPress developer and I find pretty difficult to find clients when you start. I have worked more years with a big company, but now it's the time to start on my own. What are now the best black hat and white hat methods to attract clients (especially small businesses)?

Basically, you can do the same approach as in this method. It contains cold emailing. The guide goes in-depth on how to get contacts, how to resell the services and how to upsell services to the clients.
