ABD-SADIQ - Payed him for his service, failed to deliver, doesnt refund

his thread promise to deliver it in 2 days max
Payed 43.6$ on 21/1/18 to his paypal
after 34 days, several times failed to deliver me proper account that work
and still cant.
i can understand that he cant provide this services anymore cause his method is dead
but he refuse to refund me as he say he dont have the money.
for paypal dispute its too far and cannot be done too.

Paypal - U can dispute within 180 days. This is a service and u paid for it.

Go ahead and file a dispute. Paypal sides with Buyers if you can prove it. Give them a call and tell ur side of story.

In Paypal's eyes, they nearly always side with the buyer and you have 180 days to start your claim.

Once you have started your claim, the seller must prove they have delivered the product/service you purchased, or Paypal will refund you your money and then claim it back from the seller.

It's that simple ;)
