What i'm trying to find out is once you get a new paypal account how do you access it without issues. I would have bought it right away - if i knew i could access the other account i create and verify.

Paypal doesn't just limit if you do you things clean (no dispute, no sudden big fund recieve)

You need no other any guru again to sell you 1000 tips to stay safe using Paypal to use PayPal as the only thing needed is your VPN to create (if you are not from the country of the account) and start making transaction normally and not gluttonily do any magic coz that's what trigger the bot that limit accounts.
