you don't have to run it on a server, you can also use it on your desktop/laptop.
if you want to run it on a server you can use a windows VPS.
at least 2GB free RAM and 1GHZ CPU, is recommended, but for optimal performance +4GB and +2GHZ is better.

CHANGES IN VERSION 1.9.8.4 :

- Added auto translate via Yandex API to article scraper to automatically translate scraped articles to a user specified language.
- Added new function to the top "tools" menu to auto spin a single selected file (turn it into spintax), for example a keywords list or base text file.
- Fixed issue with custom code loading, caused by curly brackets sometimes not being properly escaped and thus removed by a filter.
- Fixed error in mass site generation when the last element was missing in the config file.
- Fixed error in *-EXTLINK-TEXT placeholders that was introduced in one of the last updates which caused external links to not being displayed properly in static HTML sites.
- Updated automatic Wordpress install to support different Apache httpd configurations.
