No need sir, you can just use account like normal. VPN is not necessary.

I was invited to German partner even though am not in even anywhere near German at all and at that time country I was in not eligible for Quora partner, don’t think where you are accessing partner account is an issue.

Same goes with PayPal, you can just connect PayPal anywhere but it has to be business/freelancer PayPal account. But can’t really vouch for this one, as I have been long inactive on quora

You can be in any country to use the partner account, their country restriction appears to be only for invitation.

For PayPal account, I think you should try create PayPal for same quora country, honestly it’s best to contact their partner support for this
