It dosen't work with Bing, but it might work with Adwords. Tested 1 account but got suspended so you might want to test for yourself if you want to make it work.

You can create the account for most of the European countries, for example you can create account for India but you don't have the option to create the VCC.

You can't create account/VCC for USA that is why you need an european IP.

When you're trying to make an account for getting the VCC you need to use a VPS/VPN or a proxy, but this depends on your country. For example if you're from India and want to make an account it works, but making the VCC dosen't work. So as far as you're using an european IP to make your account everything will work just fine.

You have multiple ways to fund your account like btc, your own cc or even an exchanger from Paypal/Web Money/Perfect Money etc to your VCC provider. Everything is laid out in the pdf.
