Anyone knows of any software that can be used to automate local SEO pages creation?

I mean something that will build tons of unique pages for local businesses -- with unique content for each targeted keywords.

I have used wp zinc's Page Generator Pro, but I need something for custom built php websites (a phone repair shop in this case -- so keywords might be "repair iPhone X in City", "phone repair shop near me", "cost to fix apple watch screen", etc...)

Also, is there a better/faster way to get a local business on the first page for multiple keywords and in the google 3-pack?
