I found only an french translation pack for IP Board 3.3.x , not for IP Board 3.4.x ...

Let's start Delphoma, First of all (suppose you installed already IP Board v3.4.0 (in my case)), go to "Look and Feel" > "Manage Languages" (Left-Side) everything is fine until here.

Then go to "Localization Manager" tab and takes a look in this screenshot:


Then go to "English (USA) (COPY)" and takes a look again in this screenshot:



Then modify the follow fields:
*Language Title: Français (FRA) (in your case)
*Language Locale: fr_FR (in your case)

Then click on "Save Changes" and your settings needs to look like my screenshot from bellow:



Pretty good until here.

Now you need to create an folder in your forum root named "translate", takes a look in this screenshot:



Then you need to "Translate Externally", takes a look in this screenshot again:



Click on "Translate Externally" and in your forum root - "translate" folder and browser response should display like that:



And finally you need to replace and translate files (what you want) between IP Board v3.4.x and IP Board v3.3.x

Take a look in this screenshot and make an ideea about what I want to say:
