As long as it comes from a page yes... for example i tested this... make a post on one of my pages and then did an add as "Add for a page using a post", using a post with a link to website and it worked great.

yes, you can do the same with "link" posts (it's like external targeting wih internal prices" or photo (no guaranteed clicks to a website or offer..

How exactly you get the 1-2 cents per click? ,some friend of mine ,did little advertising in facebook and he got charged 15-20 clicks like 15$... Hmmm, Thanks.
