It is not totally automatic as it does not have the ability to solve captchas automatically. So you will need to do it manually.
But other than that it is an ok app. Not great but it will be helpful to make multiple hotmail accounts in a decent amount of time.

Note:
The easiest way to make it work for you would probably fill out the "SAMPLE_HOTMAIL_DATA.xls" that is included in the folder and fill it in with your own data.
The ones from there probably have been used already, so they won't work anymore.
Fill it out exactly as it is already filled out. The more data you put in it, the more accounts you will be able to make.
Don't forget to load this data on the first tab or else the app won't work.
Unfortunately I do not have a user guide for this.

Nope, just used it once to make sure it was working.
But like I mentioned in my post you have to enter the captchas manually, personally I would not want to spend more than a few minutes using it at once.
Not to say that you can't use it on a vps , but it seems like overkill since you have to babysit it.
If it had automatic captcha solving, it would probably due well on a vps.
