You can get the numbers list from the supplier,search this marketplace I think I have seen it before,rest you can generate it yourself by number generator feature,another way is to join the groups and scrape the numbers and send them your message.
Also we are working on scarping whatsapp number from web feature that will be added soon.

There is no specific answer without knowing which is your targeting customers.
I have seen people sending 1k + plus a day without ban and I have seen People getting ban within just 50 messages. It also depend upon your number quality. I suggest warming it up prior of blasting messages.

So you have to test your sweet spot.
