How to grab or export WP plugins ??

This may be a too-simple or obvious question...but the answer is not obvious to me...so I ask:
From an already existing WP installation - how can I grab just a plugin that I want a copy of to re-install it at another site ??
(This is presuming that it is a retail or unlimited version that can simply be used again...)

I see mention of the migration plugin - but nothing specifically about JUST grabbing plugins (or themes either...) for re-use.

Searching on the WWW produces only a single, older plugin that the WP site says may be too old and may no longer work.

What with all the (retail...) themes and plugins shared here, I am shocked that nobody seems to know how to grab them from ones already installed !!
(Or is it a trade secret ?!?)

Since WP plugins can consist of server side scripting like PHP and files which are not accessible to the person viewing the page, grabbing a plugin may not be easy or even straightforward.

Simpler way would be to determine the name of the plugin (may need to parse the HTML source to get the name) and directly download from Wordpress or source website. All this would be rendered moot If the plugin requires activation.

I may have figured this out just lately, but right now I'm very short on time for testing what I found, hopefully soon this will be solved for me...I'll post back after I test it out.
