Can you refund now if not able to deliver? It seems to be a regular issue with this seller, he stops responding after taking the money if his method stops working.

Actually, I had issue with my INTERNET and my access has been erratic since like a week now. All seems solved now and all accounts have been delivered to the buyers' boxes. So next time, before u show your anger in the public, you should always check your inbox for any message or rather you messaging the person in question first, thanks and sorry for any inconvenience caused.
