'license.txt' says at the top:

Another of those files is full of Github links - yet the 3rd makes it look like a commercial product - hmmm...which is it ??
Searching on its title makes it seem as if this has been snarfed up now by a little clever sales gang that I would never buy anything from, so glad it showed up here and rep added for OP, of course !!

No offense intended but obviously you do not have a clue about GPL, did you ever read it? Really? Did you pay real close attention to the terms of the GPL licensing? Do you believe anything else than what is WRITTEN on the LICENSE? Which is a CONTRACT. Deeply think about it, if you really care about software licensing, let it -the truth- get into you and when you understand -what nobody seem to dare to say openly- you could fall off of your chair. :-)

All that rambling said, what I meant is that ALL WP Plugins and Themes MUST be distributed with a GPL license, as the said license LEGALLY constraints them (and all of us thereafter) when they started to fork, develop and build products from FREE and OPEN SOURCE Software (FOSS) sources with that GPL from the start.

It ain't no difference whether the product is tagged as 'commercial' or not, they ALL have and MUST have included the GPL license with each and every copies distributed/sold.

We should observe, once we understand the GPL licensing, that the only thing that one can SELL is SERVICES related to FOSS and nothing else. And so that means that, for example, when you are sold to buy a WP plugin for $x that's fine, just fine, but then when you are up sold to pay $XXX more to get a "developer" license, and outrageously MORE for a fk-laughable-whitelabel-license that is total BS! A Scam at the limit, because the GPL licensing allow anyone obtaining the license (that is YOU when YOU buy and / or otherwise acquire the software according to the said license) allows also anyone to do the same and more...
