Getting recovered a website like this might be easy but what about thos small business sites spammed by inexperience SEO experts with free link building methods like blog comments, bookmarking and guest blogging.I have seen websites with 1000's of manual blog comments with same exact match anchors.How to fix anchor text ration in such cases.So far i have observed few strange factors that prevents sites form being penazlized like:

Sites with short content and spammed backlink profile with exact match anchors got slapped.
Sites with long unique content and spammed backlink profile with exact match anchors survived.
Sites with underoptimised onpage with spammed backlink profile with exact match anchors survived.
Sites with overoptimised onpage with spammed backlink profile with exact match anchors got slapped.
What I feel that penguin is a warning and Google might simply devalue spammy links in future instead of penalising websites just to stop possible negative SEO campaigns.

WPMU got exact anchor text in edublogs and they were able to delete majority of exact keyword link from footer
