Email Consulting Help

I am looking for some help with setting up and running my own email platform.

It is actually going to be for legimate lists, but I do not want to pay the prices of the big autoresponder companies.

I have a very targetted list of millions which I am breaking down for specific CPA offers.

I already started running the list through suppression and losing under 2%

I can't risk using someone else's email platform because they could spam my list to death and as I paid for it there are emails in there that identify me.

So I am looking for a consult to help me build my own email platform that I can run myself.

I am going to email 10k at a time, the offer I am sending pays very well so I want to tweak and learn.

I want advice on

* Best software (I am guessing Interspire but addons advice)
* Best place to host if not my usual hosting
* Help installing and setting up
* How to stop IP's being burnt
* How to get emails into inbox

I see this as a long term partnership with some payment by results.
