Does a CPV popup scraper exist?

Hi,
I'm looking for a scraper that will scrap the popups from competitors CPV campaigns. For instance. Is there something that will scrape the popups from mediatraffic / leadimpact when I'm browsing to http://www.bing.com for example?

I'm not sure if I'm even making sense, hopefully somebody can come and either point me in the direction of software that does this or re-phrase my request so people can better fufill it.
