It's a Facebook thing, not the script.
Google on how to get Facebook Apps approved.

I haven't used this script long enough to know for sure, but you probably can post only in YOUR groups, i.e., the ones you've created yourself, same as pages.

PhpMyAdmin is just a management platform for MySQL on your server, so ANY database you create will always be in MySQL.
Doesn't matter which way you do it :)
