You might want to reread it. He goes into where to post the solo ads. He uses safe lists, so you won't get many clicks but you will get it in front of lots of people (but you are only charging $5). He also says about getting free solo (bonus offer for being a new member), and how to use a new email address each time you sign up so that you get the bonus offers.

Are there different versions, because I don't see anything either.

I see a 2 page pdf with basic Fiverr setup, then some files that don't address where to get the subscribers.

Drill down into the Documents and Settings folder until you get to the pdf named Fiverr Takeover (23 pages). The source for the solo ads is on page 15.
