For ALL retail/commercial use of ANY credit card system, rules are in place for retailer conduct. Your BEST FRIEND in ANY purchase is your cc company. If you dispute a charge, you simply have to provide details or a link to the deal you undertook to get action. In most cases you are credited the amount of your purchase, before the investigation is completed. I think your experince might have been your own lack of understanding and maturity.
As well, you ABSOLUTELY have a cc company mixed up with PayPal... PayPal is NOT anyone's friend, as they are NOT a bank... so, they are not bound by the same regulations and conduct. PayPal's dispute process may be a good thing for members to talk through their proplems and make adjustments, but they are NOT anyone's friend.
FYI: when I make a purchase, I ALWAYS choose my cc before I EVER use PayPal (or, a cc through PayPal)... because if you have any problems, the bank could not care less about PayPal and will make their OWN decision - completely bypassing PayPal and going straight to the bank of the offending retailer to make settelment. PayPal tries everything they can to have a final say... BUT they are only a PRETEND bank and cannot stop a REAL bank's actions. PERIOD!
