you need to deposit 25$ to make them work?

All the adwords codes available nowadays are usually valid for those accounts which are brand new and need to spend atleast $25 first in order to get the extra 100 bucks in your account.

So if you have a old account and you would like to use these vouchers, they wont be valid.

If you have a new adwords account, you can put in the voucher code but the money wont be shown in your account before your spend $25 in ads.

Do we have to do $25 for each code?

you redeem the code on a new adword account, and have need to spend $25 - from your own source (credit card, vcc or bank - ) once you have spent $25 your coupon will be automatically credited - thus $100 free to continue your ad campaign.
