It sounds like he is searching the public records of "unclaimed money" then tracking down the person who is due the money and getting them to agree to a finders fee before he will explain to them how and where to claim the money. I've searched these records before and found family members who were due money, but not in any amount to get a $4000 finders fee. I think the most anyone was owed was about $300, it was a cousin, I sent him a message about it but I do not know if he ever claimed it. Also it had several listings for my dad, but they were for money he had claimed years ago. I did see some people who were owed tens of thousands, but I wasn't interested in anyone but family and friends, I wasn't looking to charge anyone fees, just trying to be helpful.
Of course I could be wrong and this could be about something completely different. Just sayin'!
