The "mean little man" Mark Dukie" has released some real junk in past but this one actually seems useful.

I love the way he blames his coding on "mobile devices" then goes on to say desktops are the bulk of internet traffic. The big (opps, little) dummy, lol
"Note: I specifically coded this wp plugin so that the Floating Image is disabled when viewed on mobile devices. Until mobile browsers are more supportive of popups, we will keep it disabled for mobiles. Supports desktop computers only. Desktop computers still make up 80% of traffic."
