I have now 3 Website . And 2 website already hit by Google Penguin update and i am loosing my keywords rank day by day. What should i do now ?

I dont want to create a New site again becuase it will take more time . Any suggestion pls?

Turn it into an authority site and you won't have to worry about updates anymore :).

keep building backlinks,,disavow low quality links.
