This is a twist of an older method!
1. Find businesses on page 3+ in google (that are blacklisted - meaning they share their server with blacklisted websites)
2. Contact them and offer them SEO but suggest them to try another hosting first, as you cant do much if their website is blacklisted.
3. Achieve your goal of SELLING THEM HOSTING (VPS hosting) and also you might bank by them actually wanting your SEO service!
Clever huh?
I started something similar...but dropped it due to before-hand investments (i went the re-seller hosting path)!
Verdict: It works! It requires a lot of work but is completely doable! Also if you apply your own twists...even better!

Think personally that this method can be looked at more an attempt at fraud than blackhat
