yes you can. i don't see any problem in this. many webmasters are targetting audience from locations that are other than server based :)
Is there a way we can reduce the hosting cost for the first month. Once I know I am making money. I can put down money on the hosting

Arvixe.com for 6 months
( about 4$/month) and later on you can upgrade or extend to any plan you want. you also get a free domain name that will be offered with each plan purchased
