I know a website begin just for 1 month ago and has just 8 backlinks, and get PR3, i cant understand how that can happen..

Build a website that people need or want to visit.
Advertise
TV ads are the best but magazines will also work.
Didn't go to the website.
Too many people doing that to get free traffic.
