Does anyone know of any free Wordpress network sites that allows you to create a free Wordpress site where you can upload your own plug-ins, AND gives you free FTP access?

I've used 000.webhost.com. They don't give your access to FTP for free. Only if you upgrade your account.

They offer and free subdomains. I am also too poor to buy real hosting atm :(
