I would sell complete mobile sites. Just take the themes into your portfolio and show some color variations.
If the client wishes to change content frequently, you can point him in this direction and give him WP backend access.
If not, no problem... just set up his WP site and put it online...

Yep, I'd setup everything for the client and - if possible - also sell site maintenance for a low monthly fee (1 page per month for $ 9.99/mo).
This way, you justify the fee ad can host about 50 to 100 clients on a reseller account.

2 - 3 weeks after site delivery, contact the business with up-sells.
Remember, business person likes you now because of the adwords
(or facebook ads) campaign and all the extra clients to got him, so it is
easy sell for other service because business person got proof that
you bring him more customers.

It possible to hire outsource person for $200 - $300 per month.
(160 hours that someone works for you)
All up-sells getting done by "you". Client does not blast off sms / email
to database. You do that, but you charge monthly fee.
(4 sms / email blasts per month. more than that is extra fee)
You keep control of mailing databast.
Aweber or whatever autoresponder service / sms service account or any
other service account is in your name.
You pay that account but you charge client that fee +more.
You keep that list when client stop paying your monthly fee and you
switch off their mobi site, so you have instant list to market other things too.
- client paying you to provide service and you pay someone else
to perform that service.
Some things you can make for up-sells
- fb fan page
- linkedin profile
- google places
- mobile coupons
- client database building (email list)
- client database building (sms list)
- google adwords marketing setup and admin
- fb adwords marketing campain setup and admin
- complete site make over (using offline themes makes this super easy)

(i stay away from rep management... PERSONAL OPINION: majority of times a
business with bad online rep deserves it.
I dont want to be responsible for misleading clients into thinking its' a
great business, if in reality, it's not, but that is my personal opinion.)
You are consultant to business, you are not just selling mobile sites. Your goal must
be to get business more clients.
When you get business more clients, then business will keep on paying you every month.
Getting paid average between $300 and $400 monthly from 50 or 60 businesses monthly makes for very nice lifestyle.

even after paying your outsourcing people.

I agree with you about pertaining control over the client's site.
If, however, someone wants just a mobile site, I'll sel it to him and simply send a ZIP file with the site contents. They wil come back whenever they have to make changes. These clients will only get a WP theme for an extra fee on dedicated request - and without any support. The want to commoditize my work? They may, but then, they only get a commodity...
I prefer working with clients who perceive me as their 'marketing expert'. I'm neither web-designer nor email list provider nor graphics designer.
BUT I CAN DESIGN MARKETING SYSTEMS THAT WORK!
Therefore, everybody who wants to command higher fees, get into consultative selling and real consulting. The more you charge, the less work clients demand from you.
And - if you follow the advice above, you'll quickly start managing outsoucers instead of doing the work. If you are a consultant, then management will be your VA's task, you think ... and plan strategies with the clients only.

Most smaller businesses are simply not aware of the need to manage the expectations of their clients.
Therefore, they promise much (to get a leg up to the big chains and corporations), but in the end they hurt themselves with that.
Other businesses get "bad" reviews from former employees or even competitors.
Anyway - it's a hard business, so I would definitely outsource that.
The best strategy you can develop for business owners involves claiming "blue oceans" with new clients, who can only buy from him because he's the first one to hit them with his very offer - a differentiation strategy that involves lower costs, a first mover advantage and clients others never thought of before... http://www.blueoceanstrategy.com
