Probably not...I still believe there is money to be made in the general sense of the course, but I think his methods are a bit outdated. Just check out his 2 sites here:

Still, I think there is money to be made with the general idea of building local websites, get it ranked on page 1 of google, and renting it out or using it for lead generation selling leads to clients.

I fell out of love with SEO after Panda slashed my sites...

There might be valid methods to do this locally today. namely
->Video SEO - might get slashed later too if blackhat methods were used, and
->knowledge graph SEO, where you build up the image of a local expert throughout the Net

Directories are also quite popular with big G in our area again, so local niche directories could work for a while too..
