There are quite a lot of third party email providers such as AWeber, ConstantContact, MailChimp etc. that you can use to build your list without resorting to untargeted spam.

If not, then a SMTP server with my own domain and hosting? The link zilla provided for PowerMTA 4 is Windows x86. Interspire I haven't heard of yet, but paying for a user license is expensive.
