I personally never tried it but $12 is not bad for a domain to be hosted ...

Is that price for the domain and hosting?
I am a bit confused at the 99 cents hosting that costs $11.88?
Is the extra for the URL or tax?

I figured it out, its 99 cents per month, and not 99 cents for the year like I first thought.
Not quite as good as the unlimited hosting ipower.com offer of $1 for the whole year.
