I'm building a new WooCommerce site selling low cost digital download items, with about 100 products listed. Does anybody know where I can buy reviews that would be left on the individual products pages?

Used to buy this sort of thing on Fiverr years ago but looks like they're now banned.

if you are in your own website you can just scrape reviews rewrite them with AI and post it

The other big names like Guru, upwork, etc. will have you pay $2000 for a $20 job offer elsewhere.

Always check out pricing between sites and the person's service reviews at least.
