I did exactly this when this book first came out (with the same example) and within a few hours my book was blocked and then Amazon wrote to me to say my account was being closed. It took a lot humble argument and apology to get them to reverse their decision. If you read around the topic you'll find lots of knowledgeable KDP authors who say the same thing.
But if you give it a try (I used Quillbot to do the paraphrasing) let us know how you get on.

Nice review Bobhenry and you are right up to a point.
If you go to this page: "Publishing Public Domain Content", (This is the OFFICAL page on Amazon that tells you what you can and can't do with Public Domain)you will see that everything that the author has done is 100% completely legal and has the blessing of Amazon.
The problems arise when people just take what they find in Public Domain and just upload it without doing anything to it, and I mean doing something meaningful, which is a NO-NO
You are right - but I rewrote the whole book of the Art of War, paraphrased it so that it had a very good plagiarism score, and formatted it very differently - but it was still banned. My appeal used the article you quoted and I was reinstated, (my book remains banned though) but it gave me a scare. I certainly didn't want to lose my account over this, so I think my point stands: your account is at risk if use Public Domain, and the consequences of getting it wrong are terrible. But, then again, you might be OK.
