he said you need to have or create the shop and the payments and maintain it. his work in researching and supplying the listing is ongoing for him. for you it's not once the shop is created
a better question would be why would he need a partner? a shop isn't that hard to create. i don't think he thought this all the way through either because just because you create a site doesn't mean you will get visitors. you have to advertise the shit outta your products(which are hopefully in the same niche...or better yet, a sub niche with very few products)
i think the op was just fishing to see if he could jv with someone and not thinking too much about all the logistics involved in turning a profit through marketing.

why would I need a partner? :
I'm in 3rd world country where etsy payment is not available , I can create stealth account but then everyone knows it's not good option when it comes to etsy, Anytime suspend. That's why I need legit partner , no involvement of anything black/grey hat.
you have to advertise : Not totally true incase of etsy. Yes , to boost listing advertisement is needed but overall etsy works organically.
