This is about creating or outsourcing sale tools for local businesses like posters, forms, templates, brochures etc. (example: the human nervous system poster for chiropractors). It appears that he uses the word “shovel” as a metaphor. The course is not detailed enough to serve as a blueprint. He rambles on how he goes about implementing his strategy in a somewhat incoherent and vague fashion throughout the course. There is no proof you can make money using his system. Apparently, not much thought and effort has been put into the course to be worth your time and money.
