yes. that is exactly correct. but sometimes there are premium features that are proprietary that are protected that you cannot resell with the theme or plugin

so if you do decide to package some plugin and themes and rebrand so you can resell them, make sure you everything is legal and you understand the code enough to check it for safe measures and to edit where you can and want and to rebrand.

it's crazy i know.... i found out about this about 5 years ago and my jaw dropped
