1. Depends, you can do this with $1-$3 VCC balance or upto $10 VCC balance, if you don't have access to a VCC, you may spend extra on buying one.

$350-$500 USA Adwords
$500 CA Adwords
$500 Australia Adwords
£200 UK Adwords
Rp500K Indonesia Adwords
$100-$300 Singapore Adwords

Those are that I tested so far, I have much more knowledge on other Adwords countries but they are not verifiable yet so far, so I can't pin anything on them.

As long as there is easy access to VPS on the particular country, I will and have test Adwords on them.
