Just came across this tonight - haven't used it yet, but it looks good.

100% free, so possibly great for folks just starting out, even though they say it is still in beta - but they are using it for weekly email blasts of over 800,000 emails.
It uses AWS Simple Email Service when in its default configuration.
It can also use a VPS.

Quoting their description:
