I do not think that this is a bad course that only want to profit (and even the course is also for free for some students).
Nevertheless, the course seems to be under construction, only with the introduction for the moment.
I think everyone can teach, specially if the teacher have some knowledge about this kind of topics. Of course there are some bad teachers that create spam courses only for profit with PLR or crap courses, but this is not the case.
