Does Google AdSense allow buying paid traffic and redirecting it to its AdSense site in order to do "arbitrage", i.e. trying to pay a click of traffic cheaper than a click of AdSense gain to pocket the difference?
Yes they do but it depends on which type of traffic you send to their ads.
Paid traffic from sites like "paid to click" is not allowed if i am not wrong but paid traffic from
facebook ads, adwords, youtube ads, native ads are allowed as far as i know.

Are you sure Toni? Can we drive traffic from Ads (Adwords) to AdSense sites?
I am 99% sure and done it before.
The best way to do it is to use a different AdWords account then your Adsense account.
I have done it in the past and never had issues with it but you should know
what you're doing in order to have a positive ROI in the end.
