Here is the list of best PPI or Pay Per Install Companies that are still working and legit:

1. cinstaller.com - connected to installcapital. Good PPl is hard to get to them as an advertiser
2. Installcapital.com - Same thing as cinstaller
3. PinapFile.com - Very bad ppl many viruses go in it
4. installspartners.com - Fresh fast-growing company. Very big traffic. Pass from 100 - 70% of companies.

Others are just reselling, this is it for now, PPI is at hard days nowdays, but let's hope it will be better. Cheers :)

How does #3 qualify as a 'best' considering your description ??
