Not very detailed in the asking...and depending upon what the site is made on and with - can be quite complicated as well.
Easiest answer:
With a very simple WP site of someone else's for example, it is possible to do a 'save as' of each page as well as any photos, etc. - then=>
Recreate that as a copy via editing the HTML files so that they link properly and have the resources needed.
Result is a static HTML site that looks like the copied WP site.
I do not know how to copy an actual WP site into another WP site though.
BUT be very careful in doing this to remove anything traceable or trouble WILL find you !!

Yes, use darcy ripper. It is somehere on this site. And yes I agree with smithnowt, if it is WP which uses php, it will be tough. I have used darcy ripper with html, but not php. I may or may not work, good luck.
