These are businesses who advertise their contact information. The law recognizes that if a business advertises their contact information then it is reasonable for vendors to contact them.
Consumers are another story. However there are ways around that too. Like not sending a link to your offer out the gate but ask a qualifying question specific to the niche, if you don't have a solid system in place. Some spammers just don't care and they carpet bomb a list recklessly to leverage the massive size of a list.
The rule in general that most seasoned marketers know is to qualify your audience. How do you do it? By asking a question. If they respond back, they become a warm contact.
An example is as follows:
Subject: Birthday Party
For a restaurant, ask:
Do you offer a special for a party celebrating a birthday?
When they respond back, let them know the benefit of your offer:
"I help restaurants book 20 extra birthday dinners a month, What time is best for a brief chat this week, morning or afternoon?"
You sell them on the benefit, then book a call. If you try and sell them in email, then you are approaching it wrong.
As for CanSPAM, you have to do the following to be compliant:
1) Include an opt out link or option
2) Include your contact information.
If you approach it the way I mentioned about, you will have nothing to worry about. Your inquiring about their business. They will either ignore you or respond back with interest or non interest. Also you have to understand over 90% of local businesses and online businesses need solution(s) to help them grow and scale their business.

The leads are purchased from reputable sources like Whoxy (seen in the first post) which charges $7k for their list and Builtwith, which charges $500 a month to access this Shopify and ClickFunnels data. Also their are several reviews in this thread regarding this data.
